Tribunal dismisses rent repayment order application for unlicensed HMO

First-Tier Tribunal dismissed applicants' rent repayment order application against Mr Xi Cai under the Housing and Planning Act 2016. Applicants claimed £16,200 for period 1 July 2024 to 30 June 2025, alleging unlicensed HMO at 249 Woolwich Road, London SE10 0RN. Tribunal found insufficient evidence that property was occupied as HMO by three or more persons forming more than one household on any identifiable date.
